When does big outdoor sculpture merge with architecture?

Surely some of Frank Gehry’s fantastic buildings are more than just buildings –they are really over-large sculptural works of art (not to mention his giant Barcelona Fish). On a continuum from really small to really big, where is the sweet spot between sculpture and architecture? The face building in Nice France is both sculpture and municipal office space. Why don’t we design more large live-in sculptures?
