Here’s an idea about creating a suitable place for graffiti artists to safely do their thing. A giant 8ft high sheet of canvas 52*10=520 feet long that would be scrolled onto 2 metal posts. One of these upright posts would be powered (gears / 9 volt battery?) so that the scroll could be wound forward or backward, in 10 ft segments each week. Artists would then be encouraged to work on the scroll. At the end of the year, the entire scroll could be unwound and displayed in a public park, perhaps in a large spiral like a snail-shell — so that viewers could see the entire year’s work displayed outdoors in a graphic retrospective.
